The Board of Town Trustees met at the office of the Marengo Township located at 4010 N. State Route 23 Marengo, Illinois 60152 at 7:00pm.
The Marengo Township December 19th, 2011 meeting was called to order by Supervisor Steve Weskerna at 6:58pm, followed by the Pledge of Allegiance.
In attendance: Steve Weskerna; Supervisor, John Adamson; Highway Commissioner, Heather Greenquist; Clerk Tom Kearney; Trustee, Eric Warmbold; Trustee, Ray Jones; Trustee, Bob Levin; Trustee, and Diane Baltazor; Administrative Assistant
-Guests: Sheri Cannataro, Maryann Wayne, Mrs. Tom Kearney, Mrs. Eric Warmbold, Mrs. John Adamson and Mrs. Wallner.
Approval of Prior Month Minutes: Amendment to the November 21st, 2011 minutes; -Guests: read Maryann Wade; should have read Maryann Wayne, and the addition of two omitted Guest’s; Bonnie Lehey and Dave Brandt. A motion was made by Eric Warmbold to accept the minutes from the November 21st, 2011 meeting, including the corrections as noted, and was seconded by Tom Kearney; (5-0) all ayes, motion carried.
Financial Report and Bill Submission, Review, and Approval: After a review of the bill submissions and financial reports a motion was made by Bob Levin to approve reports and bills as presented, seconded by Eric Warmbold; (5-0) all ayes, motion carried.
Reports:
-Planning Committee: Bob Levin reported that the Planning Committee has received a copy of the county’s Green Energy Plan and is currently going through it. They also have completed the 2030 Plan for Marengo Township.
-Highway Commissioner: John Adamson reported that a garbage run was completed; they have been working on road rough spots and have cleaned up a large number of animal carcasses. The Highway Department has also made the first snow run of the season.
-Assessor: Jon Klick was not in attendance but submitted a monthly report. Jon noted that the majority of his time is currently being spent on appeals. He has spoken with the corporate office at Sprint regarding the transfer of liability of the Assessor’s phone. There would be a $680.00 early termination fee at this time, his contract is set to expire on January 19th, 2013. Jon requested that the land line telephone monthly amount expensed to his budget be reduced. He is currently paying half of the bill, although he does not use the internet and his land line is shared with the clerk. He feels that an amount of $30.00 monthly would be more appropriate. Jon attended the Supervisor of Assessments mandatory Annual Instructional Meeting.
-Supervisor: Steve Weskerna reported that he did not see his usual influx of people for GA prior to the holidays, but he is seeing people. The Expo was discussed and we will once again have a booth at the Expo scheduled for February 11th and 12th. Steve noted that the credit cards should be in soon. Castle Bank is the supplier and cards were ordered for Steve Weskerna, Jon Klick and Diane Baltazor.
New Business:
-Road & Bridge Levy/PHR Levy: John Adamson presented his Levies with a 1.66 percent increase. John feels that due to the rising cost of fuel, oil and inflation an increase is necessary in order for his department to run efficiently. A motion was made by Eric Warmbold to approve the Road & Bridge Levy/PHR Levy as presented and was seconded by Ray Jones; (5-0) all ayes, motion carried.
-Senior Services Memorandum of Understanding for 2012: Steve presented the Memorandum of Understanding between Senior Services Associates, Riley Township and Marengo Township. A motion was made by Tom Kearney to approve the Memorandum for 2012 as presented and was seconded by Ray Jones; (5-0) all ayes, motion carried.
-Proposed Travel Policy: Steve presented the proposed travel policy for review to be voted on in January.
Old Business:
-PACE Intergovernmental Agreement Update: Steve updated the trustees’ on the PACE Intergovernmental Agreement, in which the agreement would be as such: a monthly bill will be shared with all parties within the agreement and the responsibility for said bill will be as such: 70 percent Marengo Township, 20 percent City of Marengo and 10 percent Riley Township. Marengo Township’s responsibility would not exceed $25,000.00 in said calendar year. We should have an agreement in January to vote on.

-Ace Hardware no longer has charge accounts. John Adamson has opened a charge account with Farm & Fleet.
